The Bridge Modular Housing project in Peterborough is a fifty modular cabin community that was developed by the City in response to a large encampment in the downtown area. The Elizabeth Fry Society of Peterborough is both the operator and service provider for the project. The effectiveness and outcomes of this project are an amazing demonstration of how responses to homelessness can be quick and innovative and have significant impacts on stability and on underlying issues that lead to criminalization. The presentation will provide an overview of the development of the cabin community, its current operations, and the impactful justice work being conducted on the site.
Presenters:
Debbie Carriere is the Executive Director of the Elizabeth Fry Society of Peterborough which has a mission to end the criminalization of poverty, addiction, and mental health. Debbie has a master’s degree in psychology with a specialization in criminal justice, and her own story of survival, recovery, and rebuilding that drives her passionate advocacy. She worked closely with the City of Peterborough to develop and implement the services and operations of the Bridge Modular Housing Community for people who are experiencing chronic homelessness.
Claire Belding is the Manager of Justice Services at The Elizabeth Fry Society of Peterborough. Ms. Belding has substantial knowledge of the Criminal Justice System including over 3 years of experience in Specialized Courts for Mental Health and Addictions. She currently manages the Bail Verification and Supervision program, the Court Advocacy Program, and the Mental Health and Addiction Peer Support Program along with overseeing the Justice Services at the Bridge Modular Housing Community. She is a passionate advocate for societal change and reform of systems that oppress and cause damage to all people.
