These sealed, red envelopes are\u00a0used to facilitate the transfer of special needs offenders\u2019 belongings from Ottawa-Carleton Detention\u00a0Centre to their respective courts. Such belongings consist of the inmate\u2019s wallet, identification,\u00a0keys, medication and\/or prescription.
